LHBA Legislative Update

Louisiana’s 2022 Regular Legislative Session began this past Monday, March 14. The Legislature filed over 1,200 bills thus far, including SCR 4 by Sen. Cathey. SCR 4 repeals administrative licensing requirements for residential specialty classifications, including: pile driving, foundations, framing, roofing, and masonry/stucco. Specifically, SCR 4 will:


·   Increase the workforce. Current specialty classification rules impair competition by limiting the number of subcontractors willing to comply.

·   Remove onerous paperwork currently required for a licensed, lawful contractor only to prove compliance and good standing.

·  Allow more subcontractors to work under a licensed residential contractor, providing better protection for the consumer.
